Jasper Rebuild Upgrades

This pathway is designed for upgrades to residential properties being rebuilt after the 2024 Jasper wildfire. Jasper rebuild upgrades will be eligible for financing if they meet the eligibility requirements listed below and, additionally, are approved by Alberta Municipalities and the Municipality of Jasper. 

Important Note: 

  • Anyone interested in pursuing the Jasper rebuild upgrades pathway, should contact Alberta Municipalities prior to contracting an engineering consultant or Energy Advisor and submitting a Project Application Form. 
  • Projects requesting financing for solar PV upgrades only, are not required to submit a letter from a professional engineer or Energy Advisor (as outlined below). Solar PV only projects will follow the existing requirements for solar PV upgrades listed on the CEIP Eligible Upgrades page

Effective Useful Life: To be confirmed by the engineer consultant or Energy Advisor you contract to certify the upgrade requirements and performance. 

ELIGIBILITY REQUIREMENTS: 

  • A Professional Engineer, with experience related to the design and installation of the type of upgrade(s) (e.g., mechanical, electrical), or registered NRCan Energy Advisor must confirm that the upgrade will increase energy efficiency or the use of renewable energy on the property where the upgrade will be installed. The baseline used to determine the increase in energy efficiency or use of renewable energy is the minimum Alberta Building Code requirement for new construction. 
  • The upgrade must have a manufacturer’s warranty for a period consistent with the industry standard and not less than one year. 
  • The upgrade must have a warranty provided by the Qualified Contractor for defects in materials and labour for a period of not less than one year. 
  • Any other requirements as defined by Alberta Municipalities at the time of application.  
  • A letter stamped by a Professional Engineer, or signed by a registered NRCan Energy Advisor, confirming the following: 
    • The minimum building code requirement for the proposed upgrade. 
    • The minimum building code requirement for the proposed upgrade. 
    • That installing the proposed upgrade will result in energy savings and/or the increased use of renewable energy on the property, when compared to the minimum building code requirement, and that the Engineer or Energy Advisor has completed calculations to verify this. 
    • The effective useful life of the upgrade (in years). 
    • The estimated annual and lifetime energy and greenhouse gas emissions savings to be achieved by the upgrade, when compared to the minimum building code requirement. 
  • A contractor quote itemizing the: 
    • Address of property where the upgrade is being installed 
    • Make and model of the upgrade equipment/material to be installed. 
    • Size of the equipment/material to be installed. 
    • Location of the upgrade installation. 
    • Cost of equipment/material and installation. 
      • Note: the equipment/material and installation cost of the upgrade must be clearly separated from other costs on the quote. 
  • Equipment/material specification sheet(s) confirming product details.
  • A contractor invoice itemizing the: 
    • Address of property where the upgrade was installed. 
    • Make and model of the upgrade equipment/material installed. 
    • Size of the equipment/material installed. 
    • Location of the upgrade installation. 
    • Cost of equipment/material and installation. 
      • Note: the equipment/material and installation cost of the upgrade must be clearly separated from other costs on the invoice. 
  • A photo of equipment/material installed on the property. 
  • A photo of the equipment nameplate label (including model and serial number), with all information legible.
  • From receiving pre-qualification approval, participants have three (3) months to submit a full application to the Program, including detailed contractor quotes and letter from an engineer or Energy Advisor. 
  • Once program agreements are signed (typically about two (2) months after submission of a full application), CEIP projects have six (6) months to complete the installation of all upgrades.  
  • Due to these timelines, we recommend submitting your pre-qualification form for the Program about ten (10) months before you expect the upgrades you are requesting to finance will be installed.

Upgrade ID: R-WB-004

Insulation added to the cavities around rim joists reduces heat loss through these areas of the building envelope. This reduces the load on the heating and/or cooling system.

This upgrade can also improve airtightness.

Effective Useful Life: 20 years

Eligibility Requirements

  • Final insulation, including existing and added insulation, must be equal to or greater than R-12.
  • Must be added to cavities around rim joists.
  • All joints must be air sealed with caulk or spray foam.
  • Must have a manufacturer’s warranty for a period consistent with the industry standard and not less than one year.
  • Must have a warranty provided by the Qualified Contractor for defects in materials and labour for a period of not less than one year.

    • Method of installation
    • Amount (square feet) of the existing and new insulation
    • R-value of the existing and new insulation
    • Costs of material and installation.
  • Material specification sheet(s) confirming product details

Supporting documents required for Upgrade Completion Form

  • A contractor invoice itemizing:
    • Address of property where the upgrade was installed
    • Insulation brand and type installed
    • Method of installation
    • Amount (square feet) of the new insulation
    • R-value added
    • Installation date
    • Costs of material and installation.
  • Photos of installed insulation, with R-value marking clearly visible and thickness measurement, before being sealed behind sheeting.

Upgrade ID: R-WB-005

Windows with low-e glazing reduce heat loss and gain through the window. This reduces the load on the heating and/or cooling system and improves energy efficiency in both summer and winter.

This upgrade can also improve airtightness.

Effective Useful Life: 15 years

Eligibility Requirements

  • Must be ENERGY STAR certified to the most recently published version.
  • Must replace an existing less-efficient window.
  • Must have a manufacturer’s warranty for a period consistent with the industry standard and not less than one year.
  • Must have a warranty provided by the Qualified Contractor for defects in materials and labour for a period of not less than one year.
  • City of Leduc and City of Edmonton additional eligibility requirements: 
    • Window must be triple or more pane.

Energy-efficient door replacements reduce heat transfer through the door. This reduces the load on the heating and/or cooling system.

This upgrade can also improve airtightness.

Effective Useful Life: 15 years
