Steps to Apply for CEIP Financing

If you own property in a participating municipality and would like to apply to the Clean Energy Improvement Program, here are the next steps:

PRE-QUALIFICATION Complete and submit the Pre-qualification form below. This is available for property owners in participating municipalities only.
PROJECT APPLICATION Once pre-qualified, complete your EnerGuide Home Evaluation and choose your upgrades. Select a Qualified Contractor from our directory. We recommend getting at least three quotes. Complete and submit the Project Application Form and provide the required supporting documents.
AGREEMENTS Once your project is approved, sign the Clean Energy Improvement Agreement and the Project Agreement.
INSTALLATION Your Qualified Contractor will install your upgrades. After the installation, you complete and submit the Upgrade Completion Form with the required supporting documents and complete a post-project EnerGuide Home Evaluation.
REPAYMENT Once your submissions have been approved, we will pay your contractor. You will see the total project cost added to your property’s tax bill.

Submit this form to assess your eligibility for the Clean Energy Improvement Program (“CEIP” or “Program”).
Prior to submitting, review the Program Terms and Conditions for your municipality (where the project is located).
Your municipality (where the property is located) requires supporting documentation to be submitted with this form. Please upload the required documents as outlined on your municipality’s CEIP webpage and in your municipality’s Terms and Conditions.
After submitting this form, if the submitted information meets the requirements, CEIP will provide the Project Application Form. Submitting the Pre-qualification Form and receiving a Project Application Form does not guarantee eligibility or financing through the Program; project financing is only reserved once a financing agreement is signed with the municipality.
If your municipality does not appear in the drop-down list in the form below, it means your municipality is not currently accepting pre-qualification submissions.
Upgrade installations cannot begin until you are pre-qualified, have completed an EnerGuide Home Evaluation, the Project Application Form is approved, and you have signed the required Program agreements.

For non-Edmonton applicants: multi-unit residential buildings with four stories or more, and over 600m² in building area, are not eligible for the residential component of the Program.

For Edmonton applicants: multi-unit residential buildings with four stories or more, and over 600m² in building area, are eligible. To apply for this building type, please select ‘low-rise multifamily’ on the form and send an email to application@myceip.ca with the name of the primary applicant on the form, letting us know the building is a high-rise residential building.

If your property is a “designated manufactured home”, as defined by the Municipal Government Act (MGA), you are not eligible to participate in the Clean Energy Improvement Program. A designated manufactured home is defined in Part 9, Section 284(1)(f.1) of the MGA as: ‘a manufactured home, mobile home, modular home, or travel trailer.

Property owners must be in good standing on property-secured debt payments, such as mortgage payments, to be eligible for CEIP. The following information is required to confirm eligibility.

Mortgage default insurance is provided by the Canada Mortgage and Housing Corporation (CMHC), Segan, or Canada Guaranty for mortgages with down payments between 5% and 19.99%.

Section 4: Document Submission

Please upload the following required documents:

All municipalities: Proof that the property to be upgraded is insured (i.e., home insurance with personal liability coverage of at least $1 million).

Accepted proof includes an insurance binder letter or copy of a current insurance policy that clearly states the policy provider, policy number, property address, personal liability coverage, and duration of the policy. If the document submitted is an offer to renew, it must be accompanied by proof that the full premium has been paid.

Additional documents for the City of Airdrie, Town of Devon, Town of Drayton Valley, City of Medicine Hat, and Sturgeon County: Proof that payments are current if there is property-secured debt associated with the Property (e.g., mortgage and/or property-secured line of credit).

Accepted proof includes statements showing the four most recent payments or a letter from the lender stating the Participant is current on payments.

Property Owner Acknowledgement

I hereby consent and acknowledge that:

All property owners on registered title for the property have consented to participate in the Program and I am authorized to sign and submit this form on behalf of all property owners on registered title;
By completing this form, I agree to release my personal information and all information contained in this form to Alberta Municipalities and the municipality in which the property is located for the purposes of administering the Program only;
I consent to allowing the municipality (where the project is located) to release the property tax information for the property where the project will occur to Alberta Municipalities for the purposes of administering the Program only;
I confirm all property owners on registered title have read and agree to the Program Terms and Conditions for the municipality in which the property is located found on myCEIP.ca;
I affirm that I am in good standing with respect to property tax payments for the last five years on the property where the project will occur;
I affirm that I am not in bankruptcy or insolvency and the property is not in foreclosure;
If a mortgage is on the property, I am responsible for determining if my mortgage provider requires that they provide consent for me or my property to participate in the Program and I am responsible for obtaining this consent. Failure to obtain consent from all mortgage lender(s) could result in the Participant breaching a mortgage obligation with the lender, and Alberta Municipalities and the municipality (where the project is located) are not responsible or liable for such an outcome;
If the property is in a building with shared facilities that the project will impact, I will obtain written approval from the building owner or condominium board and provide it to Alberta Municipalities; and,
I affirm all information submitted as part of this form is true to the best of my knowledge.
