Commercial Application Process – Clean Energy Improvement Program

Steps

PRE-QUALIFY Read your municipality’s Program Terms and Conditions. Complete and submit the Pre-Qualification Form. With the form, you will need to provide an ASHRAE Level 2 audit report OR a quote to show you have an audit booked AND a full feasibility study for any renewable energy upgrades you plan to complete (except for solar PV). The form is available on each municipality’s program page.
PROJECT APPLICATION Once pre-qualified, and with your ASHRAE report in hand, choose your upgrades. Select Qualified Contractors from our directory and get quotes for your upgrades (we recommend getting at least three). Complete and submit the Project Application Form and required supporting documents. If you have a local contractor in mind but they are not on the list, they can easily apply to become a CEIP Qualified Contractor.
AGREEMENTS Once your project is approved, you will sign a Clean Energy Improvement Agreement and a Project Agreement.
INSTALLATION Your Qualified Contractor(s) will install your upgrades. After each upgrade is installed, submit an Upgrade Completion Form with required supporting documents. Alberta Municipalities will then pay your contractor(s).
POST-PROJECT MEMO Once all upgrades financed through CEIP have been installed, schedule a post-project Memo with an energy audit engineering consultant to determine the energy and greenhouse gas emissions savings and verify the installation. Submit this Memo to Alberta Municipalities.
REPAYMENT The project cost financed through the program will be added to your property’s tax bill for repayment.

Submit this Form to assess your eligibility for the commercial Clean Energy Improvement Program (also referred to in this document as “CEIP” or “Program”).
Prior to submitting, review the Program Terms and Conditions for your municipality (where the project is located).
Your municipality (where the property is located) requires supporting documentation to be submitted with this form. Please upload required documents as outlined on your municipality’s CEIP webpage and in your municipality’s Terms and Conditions.
After submitting this Form, if the information submitted meets requirements, Alberta Municipalities will provide the Project Application Form. Submitting the Pre-Qualification Form and receiving a Project Application Form does not guarantee eligibility or financing through the Program; project financing is only reserved once a financing agreement is signed with the municipality.
If your municipality does not appear in the drop-down list in the form below, it means your municipality is not currently accepting pre-qualification submissions.
Upgrade installations cannot begin until you are pre-qualified, have completed an ASHRAE Level 2 audit (and a feasibility study, if required), the Project Application Form is approved, and you have signed the required Program agreements.

For all applicants: The Property must be privately-owned and pay property tax to participate in the Program.

Please note that the following property types are not eligible for the commercial Program: multi-unit residential buildings (e.g., condominium buildings and apartment buildings), government-owned properties, commercial land without a building, designated industrial property, and new construction (i.e., building that are no more than six months old following the date of first occupancy). Multi-unit residential buildings may be eligible for residential CEIP, depending on the municipality.

Note: Designated industrial properties are accessed by the provincial assessor according to the Municipal Government Act (MGA). These properties include facilities regulated by the Alberta Energy Regulator, National Energy Board, and Alberta Utilities Commission. Designated Industrial also includes linear property and property designated as a ‘major plant’ by the Province.

Designated industrial properties are not eligible to participate in the program.

Contractors’ shop means any building used for the purpose of storing contracting or construction equipment and material or performing shop work or assembly work by any building trade or other contractor.

Section 3: Initial Project Information

Please select the upgrades you plan to make, and how much financing your project will require. You will have the opportunity to make changes to the type of upgrades and/or financing required at the Project Application stage.

Note: The City of Edmonton program requires a minimum of three upgrades to be installed as a part of a single CEIP Project. Please visit myCEIP.ca/commercial/upgrades/ for a full of list eligible upgrades.

Section 4: Document Submission

Your municipality requires supporting documentation to be submitted with this form. The documents required for submission are listed in the Pre-Qualification section of your municipality’s CEIP webpage and in your municipality’s Commercial Program Terms and Conditions.

At minimum, you are required to submit:

Proof your property is insured. Accepted proof includes documentation that clearly states the policy provider, policy number, property address, commercial liability coverage, and duration of the policy (e.g., insurance binder letter). At minimum, the following must be included in the insurance policy:

Standard commercial broad form property insurance; and
$2 million in commercial general liability insurance.

If a mortgage is on the Property, I am responsible for determining if my mortgage provider requires that they provide consent in order to participate in the Program. Failure to obtain consent from all mortgage lender(s) could result in the Participant breaching a mortgage obligation with the lender, and Alberta Muncipalities and the municipality (where the project is located) are not responsible or liable for such an outcome;
If the property is a building that includes shared facilities, and the project will impact those shared facilities, I will obtain written approval from the building owner and provide it to Alberta Municipalities; and
I affirm all information submitted as part of this form is true to the best of my knowledge.
